1. 招标条件

1. Background

中华人民共和国从亚洲开发银行(以下简称“亚行”)得到了一笔贷款(亚行贷款编号:)用于河南省乡村清洁能源和大气环境改善项目。根据亚行项目协议要求,本次贷款项目需聘请第三方独立验证机构对本项目的完成情况进行验证,现中原豫资投资控股集团公司组织对验证机构选聘招标。本次招标适合于来自亚行合格成员国的投标人参加。

The People's Republic of China was granted a loan by the Asian Development Bank ("ADB") (ADB loan ref.:     ) for the rural cleaner energy and atmosphere improvement project in Henan Province. According to the Project Agreement with ADB, the Project needs to engage an independent third-party verification organization to verify the completion of the Project. Now, therefore, Zhongyuan Yuzi Investment Holding Group Co., Ltd. invites verification organizations to bid. This bid is applicable for bidders from eligible ADB member countries.

2.1 项目名称:中原豫资投资控股集团有限公司利用亚行贷款IVA认证机构咨询服务

2.1 Project name: IVA Certification Consultation Service for the Utilization of ADB Loan by Zhongyuan Yuzi Investment Holding Group Co., Ltd.

2.2 建设地点:本项目实施的县域

2.2 Project site: counties where the Project is implemented

2.3 建设规模:完成120万户乡镇用户的煤改气工程,天然气消费量达到3.16亿立方米以上,新增天然气中低压管道约26880公里左右,场站12座;可再生能源实现跨越式发展,建设1个生物质天然气加工工厂,生物天然气年产量达到1700万立方米(其中:自用187.5万立方米),有机肥产量年产量5万吨。

2.3 Project scale: Complete the coal-to-gas conversion for 1.2 million township users, with natural gas consumption reaching more than 317,000,000 m3, adding about 26,880 km of medium and low pressure natural gas pipelines and 12 stations; achieve leap-forward development of renewable energy by building 3 bio-natural gas processing plants, which produce 17,000,000 m3 (including 1,875,000 m3 for local use) bio-natural gas and 50,000 t organic fertilizer per year.

2.4 招标范围:IVA认证机构咨询服务包括(i)根据验证协议对支付关联指标(DLI)的完成情况进行验证,并编制验证报告;(ii)监测项目行动计划(PAP)的实施情况,并编制PAP状态报告;(iii)为完成DLI和充分实施PAP提供必要的指导;以及(iv)编制关于DLI进展和完成情况以及PAP实施情况的汇总状态报告(信息公布)。

2.4 Scope: IVA Certification Consultation Services include (i) verification of the completion of Disbursement Linked Indicators (DLI) and preparation of verification reports pursuit to the verification agreement; (ii) monitoring of the implementation of the Project Action Plan (PAP) and preparation of PAP status reports; (iii) provision of guidance necessary for completing DLI and fully implementing PAP; and (iv) preparation of summary status reports (information release) on DLI progress and completion and PAP implementation.

2.5 服务期限:自签订合同之日起至项目关帐前。

2.5 Term: from the date when the Contract is signed to the date when the Project is closed.

2.6 质量标准:符合亚行认证要求。

3. 投标人资格要求

3. Eligibility

3.1合格的亚行成员国的投标人均可参加投标,投标人需具有独立企业法人资格,允许联合体参与投标。

3.1 Bidders from eligible ADB member countries and who are independent legal persons may submit bids and joint ventures are allowed.

3.2 投标人是经认证有资格进行业绩审计和(或)计划及项目评估的公司。

3.2 The Bidder is a company that has been certified and qualified to conduct performance audits and/or plan and project evaluation.

3.3投标人拥有至少10年以上业绩审计和(或)计划及项目评估经验。

3.3 The Bidder has at least 10 years of experience in performance audits and/or plan and project evaluation.

3.4 投标人熟悉国际金融组织贷款的政策及相关项目管理惯例。

3.4 The Bidder is familiar with the loan policies of international financial organizations and relevant project management practices.

3.5 投标人应确认目前没有因任何违法行为受到亚行等国际组织的制裁而影响本合同的投标。

3.5 The Bidder is not sanctioned by ADB or any other international organizations for any offence, affecting its bidding of the Contract.

4. 招标文件的获取

4. Acquisition of bidding documents

4.1投标人可从买方和招标代理了解进一步的投标信息和查阅招标文件(联系方式附后)。

4.1 The Bidder may learn further bidding information and obtain bidding documents from the Purchaser or the bidding agency (contact information is set forth below).

4.2有兴趣的投标人可将购买招标文件的申请递交到本投标邀请函列明的地址,并支付人民币100/本的不可退还费用。付款方式为电汇或现金。招标文件可采用快递的方式寄送,须另付人民币100元快递费。(银行信息:户名:河南招标采购服务有限公司;开户行:广发银行郑州行政区支行,银行帐号:8898516010005452)。

4.2 Interested bidders may submit their application for purchasing the bidding documents to the address set forth in this Invitation to Bids and pay a non-refundable fee of RMB 100 per copy. Payment may be made by wire transfer or in cash. Bidding documents may be sent by express with additional RMB 100 express fee. (Bank information: Account: Henan Tender & Purchase Service; Bank of deposit: Zhengzhou Branch, China Guangfa Bank; Account number: 8898516010005452).

也可在规定时间内通过电子邮件将意向书递交给招标方来购买招标文件。

Alternatively, the Bidder may send an application for the purchase of the bidding documents to the Bid inviter via e-mail.

4.2 购买招标文件的时间为2020330 日至2020413日上午800-1200,下午300-1730(北京时间,工作日)。招标文件售后不退,投标人未按规定时间购买招标文件或未购买招标文件的,其投标将被拒绝。

4.2 The time for the purchase of bidding documents is from March 30, 2020 to April 13, 2020, from 8: 00 to 12: 00 and 15: 00 to 17: 30 (Beijing Time, on business days). Return of the bidding documents after sale is not accepted and the bids submitted by bidders who fail to purchase the bidding documents in specified time will be rejected.

4.3投标人可从业主方了解进一步的投标信息和查阅招标文件(联系方式附后)。投标人可以通过本合同的任务大纲,或通过业主方联系人获得进一步信息,对照投标人过去类似项目经验,对业主方的任务大纲或采购程序提出改进的意见和建议。

4.3 The Bidder may learn further bidding information and obtain the bidding documents from the Employer (contact information is set forth below). The Bidder may obtain further information through the service scope of the contract or from the contact person of the Employer and may advise on the improvements of the service scope or procurement procedure developed by the Employer based on the Bidder's experience in similar projects.

4.4招标文件的澄清应在投标截止时间前三天递交至买方。

4.4 Requests for clarification of the bidding documents shall be submitted to the Purchaser not later than three days prior to the deadline for submission of bids.

6.2 The Bidder shall provide a list of similar projects they have completed and/or are undertaking and professional summary reports/post assessment reports/completion reports that reflect the Bidder's service capacity and style, in particular reports that are of reference and inspiration value to this Project.
